fillpeaks.chrom gives value less than 1

I found this problem quite confusing: when I used fillpeaks.chrom to fill up the missing peaks, I got filled intensity values less than 1 sometimes. In my understanding, fillpeaks.chrom is just an integration over a specified m/z and rt region. Since all the intensity values in my data are either 0 or larger than 1, why do I get filled intensity less than 1, such as 0.XXXX?
